I am Cengiz Ozsaylan.
I met a computer before I could comfortably form letters with pencil and paper; learning to write on a keyboard became the beginning of a lifelong curiosity about technology. Today I continue to code, design systems and build lasting digital products for the Balkans with the same excitement I felt as a child.

Hello, World! I have been here since 14 November 1984.
Since the moment I was born, I have continued to struggle in the simulation game called LIFE while trying to enjoy the journey. When I leave this simulation universe and have the opportunity to meet the Creator who created and coded it, I want to answer the question “How was life?” by saying, “I tried to enjoy every moment, and I enjoyed it greatly.” At least, that is what I wish for the rest of my life. In the past, I faced a great deal of bullying and injustice. They hurt me deeply, but each one became a distinct experience and lesson. Those experiences motivated me to work toward a fairer, more humane world free from bullying for future generations. For our children, our grandchildren, their grandchildren and every generation that follows, I will continue contributing to science and technological progress as much as I can, with the hope of leaving behind a more livable world.

My programming journey began in childhood
011990 • AGE 6
I learned to write with a keyboard
I first encountered a computer when I was six. Before I could comfortably write letters with pencil and paper, I had learned to form words on a keyboard. Every small action on the screen opened the door to a new world. That beginning was 35 years ago.
021993 • AGE 9
Commodore 64 and my first BASIC code
At nine, my first personal computer was a Commodore 64. I typed BASIC examples from programming magazines, ran them, changed them and observed the result. That was when I discovered coding could be both technical and deeply creative. My first coding experiments were 32 years ago.
03SCHOOL YEARS
Curiosity became production
Throughout high school and university I built websites, simple web applications and desktop tools for people and small businesses around me. Every new need taught me how to solve a real problem with software.

Independent software development
I began delivering commercial client work in 2004. Over roughly twenty years I delivered approximately 300 websites and web applications for small businesses across different industries, owning analysis, pricing, design, implementation, deployment and follow-up development.

Through long-term one-to-one lessons, I helped more than fifty students learn programming and take their first steps into software careers. Teaching remains one of the most powerful ways to deepen my own understanding. Today, each of them contributes to humanity by building successful platforms in different parts of the world.
063 MEGA PROJECTS
Strong lessons from unfinished work
Three times I began very large projects for other employers. Each stopped before its second year because of the employers' financial circumstances. Seeing major effort remain unfinished was difficult, but taught me invaluable lessons about product ownership, financial sustainability and protecting a long-term vision.

I moved to North Macedonia
My family and I began a new life in North Macedonia, and I immediately founded ReTURING Dooel Skopje. Since then, I have conducted all my software development through this company while researching digital gaps, user habits, listing processes, language barriers and regional growth opportunities across the Balkans.

I began coding ReBALKAN
After that research, I wrote the first ReBALKAN code on 1 April 2025. Instead of assembling a copy-and-paste product, I designed the data model, algorithms, security, multilingual architecture, pixel-level interface and production infrastructure end to end. The platform reached production in November 2025 and continues to evolve.
My professional foundation
Beyond Diplomas
Knowledge in software changes at extraordinary speed; a technology that is current today may give way to a stronger approach tomorrow. For that reason, I never confined my real education to a classroom, diploma or fixed curriculum. I developed by turning imagination into code, building working solutions to real problems, receiving private instruction from senior software architects, researching, failing and trying again. Bill Gates, Mark Zuckerberg, Steve Jobs and Michael Dell also proved themselves through creation without completing the traditional university path. Their stories do not show that education is unnecessary; they show that a diploma is not the only source of learning or mastery. My economics education gave me the logic behind systems and commercial decisions, while I built my software architecture expertise through years of creating real systems, learning from failure and turning seemingly impossible ideas into working products. Where I stand today is the result of endless curiosity, disciplined practice and the courage to begin learning again every day.

Working approach
I translate a business problem into data models, algorithms, user flows, security controls, performance decisions and reliable production operations. I care deeply about detail and own a product beyond coding until it works sustainably in production.
Building and teaching
I combine client discovery, solution design, scoping and delivery experience with mentoring. Helping someone become capable of producing their own solution is one of the most rewarding parts of my work.

ReBALKAN: Bringing decades of experience into one product
ReBALKAN is a live multilingual marketplace and classifieds platform I built with C#, .NET 10, ASP.NET Core MVC, Dapper, SQL Server/Azure SQL and Azure services. I own the full structure: product strategy, company operations, architecture, security, SEO, performance and customer workflows.
Because the platform has not yet reached sustainable revenue, I continue professional software work while financing its development. With the right investor and strategic partners, I want to scale this strong technical foundation into a lasting digital ecosystem across the Balkans.
Things that make me happy
Writing code and seeing a system work, sea and swimming holidays, long walks, city-building and real-time strategy games, science-fiction films and series, brainstorming about science and the future, and imagining things that do not yet exist.
